Two topics per committee, and the guide that goes with each — five to ten pages written by your committee director. This is your preparation material.

How to use your background guide

Each guide gives the history of the file, the legal framework, the state of the negotiation and the points of disagreement. They are written for someone who knows nothing about aviation.

 

> > Read the one for your committee in full, then research your State’s position on each of the two topics. That is what feeds your position paper.
